Overcharged online top up & I never received my plan

I topped up my phone by €20 on Sunday night last but there was a problem with the website and it would not load, so I assumed my transaction had not gone through so I tried it again but the same thing happened so i left it and said I would try again on Monday. However on Monday my balance was €40 as the top up had gone through twice. Further more I am on the €20 all u can eat data plan and even though I was charged double the amount my plan never went through and I didn't receive the confirmation text. Is there anything I can be done to be refunded or at least get my plan working?
