I've tried rebooting.

I've tried booting in Safe-Mode.

I've tried wiping cache.

I don't want to have to rebuild 2 phones using factory reset, when the same update will be pushed to the phone.

Goto settings wifi and forgot the wifi network. Restart your phone and try to connect

Whats really bad is, if there is a fix, it must come over the air from three.

Of course. And other Android devices in the house still can, just not the 2xA3s.
Just not seeing any at all now.

Only option is to factory reset.
Have back up running.

Have you tried resetting all network connections and then letting your phone reconnect?
