Aside from ringing 1913 (I've lost my voice and honestly I find their phone system so frustrating), is there another way to contact help? The live chat on the website won't work and I can't ring since I can't talk. I need a form of written communication....

Are you transferring your number to Three? In this case you'd need to contact Meteor first to get your customer account number.
